Blizzard have confirmed Diablo 4 is still getting Set Items, though you'll likely be waiting until after launch to utilize them in game.
Director of games Joe Shely explains during a recent roundtable interview that reimaging sets in a way that fits Diablo 4 properly wouldn't be possible for launch early next year, although the team is thinking of adding them to their live streaming service.
"As we've been working on the game, it seemed like we could evolve sets in a novel style that's similar to what we've observed within Diablo 3. We needed time to bring sets into the game in an approach that works well with other elements of Diablo 4, so you will not see any sets until the launch on the map," Shely explains. "We consider sets to be interesting, and we'd like to get them right, so we're looking at for our live service."

"The difference might be that, as you can imagine that a set currently in live Diablo 3 gives you bonuses that are a lot more than the thousands. I think we're designing the game right now to be a little less constrained in order to avoid getting us into that super expanding performance curve."
